IV. APPROVAL OF THE MINUTES

A. Motion to approve the August 12th, 2026, minutes of the Lower Alsace Township Supervisors’ meeting.

V. ENGINEER’S REPORT

A. Engineer’s report to be presented.

B. Discuss the 2026 Road Projects work.

C. Update on the progress of the Carsonia Avenue Multimodal Grant and project.

VI. ROAD CREW FOREMAN REPORT

A. Road Foreman Carl Weikel to present his report.

B. The Road Foreman will provide an update to the condition of the Park Street issue.

C. The Road Foreman will provide an update to the condition of the Cornell Street issue.

D. The Road Foreman will provide an update to the condition of an area in the rear of the homes along Filbert Street.

E. The Road Foreman will provide details on the Township 2026 Road Repair Project list.

F. The Road Foreman will provide an update on the complications with the 2026 Road Projects work.

G. The Road Foreman will provide an update on the roof replacement to the salt shed and roof repair to the municipal roof.

H. The Road Foreman will discuss the process for applying for a Local Share Account (LSA) Grant and the equipment to be included in the application. One item to be requested is the backhoe which was discussed previously.

1) The most recent meeting of the Planning Commission was held on August 5, 2026.

No future meetings of the Planning Commission have been scheduled at this time.

B. Zoning Hearing Board:

1) The most recent meeting of the Zoning Hearing Board was held on June 29, 2026.

No future meetings of the Zoning Hearing Board have been scheduled at this time.

XIII. NEW BUSINESS

A. Update and discussion of conversations with representative from Pennsylvania Local Government Investment Trust. Township Manager is setting up a phone call with the representation for next week.

B. Discussion of a proposal to create a tax incentive for volunteer fire personnel for calendar year 2027. To be discussed as part of the budget process.

C. Review and approval of 3 special event permits.

1) Pennside Drive In Fall Fest – from October 7 to October 12. All information
received and all approvals received.

2) Reading Liederkranz Oktoberfest – from September 30 to October 4. All information received and all approvals received.

3) Antietam Valley Community Partnership Craft Beer and Wine Fest – October 10. Approval subject to receipt of additional information requested. All approvals received.

D. Review and approval of revised Zoning Hearing Board application.

E. Discussion and approval of insurance settlement for damage to wall on List Road.

F. Discussion of current status of Water Authority and Borough negotiations.

G. Discussion of staffing in the Township road crew.
