I. CALL TO ORDER- 6:30 P.M.

II. PRESENTATIONS
A. Representatives from Redner’s Markets may make a presentation related to the special exception variance application for a property at 801 Carsonia Avenue for proposed expansion of the Redner’s Markets property which was reviewed by the Planning Commission on June 3, 2026.
No additional presentations are scheduled at this time.
III. PUBLIC COMMENT ON AGENDA ITEMS
A. None scheduled.
IV. APPROVAL OF THE MINUTES
A. Motion to approve the minutes of the May 13, 2026, Lower Alsace Township Supervisors’ meeting.
V. ROAD CREW FOREMAN REPORT
A. Road Foreman Carl Weikel to present his report.
B. The Road Foreman will provide any updates to the condition of the Butter Lane headwall.
C. The Road Foreman will provide details to the Engineer’s report on the 2026 Road Paving Project list, including what work will be part of the bidding process and what work will be handled by the existing road crew staff.
D. The Road Foreman will discuss the proposals for roof replacement to the salt shed.
VI. SUPERVISOR LIAISON REPORTS
A. Central Berks Regional Police Commission – Supervisor Theodossiou.
B. Lower Alsace Fire Company – Supervisor Weikel.
C. Lower Alsace Ambulance Association – Supervisor Weikel.
D. Antietam Valley Recreation and Community Center – Supervisor Sellers.
E. Antietam School District – Supervisor Sellers.
VII. SOLICITOR’S REPORT
A. Solicitor’s report to be presented. No open items related to township property issues as of current.
B. Approval of Written Conditional Use Decision for 1795 Friedensburg Road.
C. Discussion and motion to approve resolution to file a petition with the Pennsylvania Liquor Control Board to substitute the township’s noise ordinance with Section 493 (34) of the Liquor Code.
VIII. ENGINEER’S REPORT
A. Engineer’s report to be presented.
B. Update on the progress of the Carsonia Avenue Multimodal Grant and project.
C. Discuss the 2026 Road Projects list and how the work will be distributed (bid versus in house) and how work will be financed.
IX. BOARDS AND COMMISSIONS REPORTS
A. Planning Commission:
1) The most recent meeting of the Planning Commission was held on June 3, 2026, for a special exception variance application for a property at 801 Carsonia Avenue for proposed expansion of the Redner’s Markets property. The Planning commission recommended that the Zoning Hearing Board grant approval.
No future meetings of the Planning Commission have been scheduled at this time.
B. Zoning Hearing Board:
1) The most recent meeting of the Zoning Hearing Board was held on May 14, 2026. The Board voted to approve the use variance application for the property at 16 Columbia Avenue.
A meeting of the Zoning Hearing Board is scheduled to be held on June 29, 2026, to review the special exception variance application for the proposed addition to the Redner’s Market property at 801 Carsonia Avenue.
No future meetings of the Zoning Hearing Board have been scheduled at this time.
C. Antietam Valley Recreation & Community Center – no report.

XII. OLD BUSINESS
A. Update on the status of the review and update to the Joint Zoning Ordinance with the assistance of Hawk Valley Associates.
B. Update on the status of consideration of merger with Mount Penn Borough. The next steps are to form a merger committee, discuss potential meeting dates and times, prepare an agenda of items to be discussed, and discuss the process of a financial review of both municipalities. The financial review could be prepared with internal staff with the potential of having a contracted professional review the results.
C. Update on the status of the Mount Penn Borough Municipal Authority Termination.
D. Update on the status of the streetlight repair issues. Lights will be inspected to see how previous modifications are working.
E. The Central Berks Regional Police Zoning Code Official will update the status of fence issues related to property in 600 block of Penndale Avenue.
F. The Central Berks Regional Police Zoning Code Official will update the status of issues related to property in the 1400 block of Friedensburg Road.
XIII. NEW BUSINESS
A. Discussion and approval of 2026 event permit for the Duryea Hillclimb to be held on August 15 and 16, 2026.
B. Discussion of a proposal to create a tax incentive for volunteer fire personnel.
