A. Planning Hearing Board:
1) The most recent meeting of the Planning Commission was held on November 2, 2022. No new meetings of the Planning Commission have been scheduled at this time.
B. Zoning Hearing Board:
1) The most recent meeting of the Zoning Hearing Board was held on May 17th, 2023. The Zoning Hearing Board approved the application from T & L Inc. for a variance and/or special exception to construct a 7 foot by 11 foot addition to the front of the existing garage to expand the office area on the property located at 800 Carsonia Avenue.
C. Antietam Valley Recreation Commission – no report.
IX. TREASURER’S REPORT / LIST OF BILLS
A. Motion to accept the May 31, 2023, Treasurer’s reports.

XI. OLD BUSINESS
A. Continued discussion on potential project for use of American Rescue Plan Local Funds – timeline to be discussed. First allocation to Central Berks Police, Lower Alsace Fire Company, and Lower Alsace Ambulance was approved, and reservation of funds has been set aside. The total revenue of $496,985.88 has $346,985.88 remaining for additional projects.
B. Review the status of any activity related to the letter received from Mount Penn Borough related to a discussion of a merger between Mount Penn Borough and Lower Alsace Township.
C. Update on various discussions on closing Skyline Drive and all access points to vehicle traffic, including timing of closures.
D. Update on the review of animal control services, and communication with both Safety Net Sanctuary and Animal Rescue League on processes and procedures performed by both entities.
E. Review the status of the use and occupancy permit application for 1383 – 1385 Friedensburg Road. No current changes.
F. Update on the status of the Petition with the Pennsylvania Liquor Control Board to exempt liquor licensees from the PLCB’s regulations regarding amplified music being heard off the licensed premises for all the licensees within the Township.
XII. NEW BUSINESS
A. Approve the hiring of Allison Smith, Assistant to the Township Manager, at the rate of $_______ per hour ($xx,xxx annually), retroactively effective to June 5, 2023.
B. Discussion and approval of the special event permits for all applications received.
C. Discussion and approval of a motion for action on a building permit request by the City of Reading related to a construction project at Camp Lily
D. Discussion and approval of a motion for action on a building permit request by the City of Reading related to a construction project at Camp Lily.
E. Discussion and approval of a motion for action on a request for a letter of support by the City of Reading related to a grant application for a construction project within the Mount Penn Preserve of electric and alternative fueling stations.
F. Discussion and approval of a motion to approve a resolution amending the Mount Penn Preserve Partnership Council of Governments agreement by modifying Article III, Part L, Eligibility & Membership, by allowing the five (5) Governing Bodies to appoint a representative to serve on the MP3 COG Board and replacing the phrase “Executive Committee” with the term “Board”, as attached in Exhibit A.
