Planning Hearing Board:

The most recent meeting of the Planning Commission was held on November 2, 2022. No new meetings of the Planning Commission have been scheduled at this time.

 

Zoning Hearing Board:

 

The most recent meeting of the Zoning Hearing Board was held on October 26, 2022. A meeting of the Zoning Hearing Board has been scheduled for May 17th, 2023, for an application from T & L Inc. for a variance and/or special exception to construct a 7 foot by 11 foot addition to the front of the existing garage to expand the office area on the property located at 800 Carsonia Avenue.

 

Antietam Valley Recreation Commission – no report.

 

 

TREASURER’S REPORT / LIST OF BILLS

OLD BUSINESS

 

Continued discussion on potential project for use of American Rescue Plan Local Funds – timeline to be discussed. First allocation to Central Berks Police, Lower Alsace Fire Company, and Lower Alsace Ambulance was approved, and reservation of funds has been set aside. The total revenue of $496,985.88 has $346,985.88 remaining for additional projects. This discussion is scheduled for the June meeting.

Review the status of any activity related to the letter received from Mount Penn Borough related to a discussion of a merger between Mount Penn Borough and Lower Alsace Township.

Update on various discussions on closing Skyline Drive and all access points to vehicle traffic, including timing of closures.

Review the status of the use and occupancy permit application for 1383 – 1385 Friedensburg Road. No current changes.

 

NEW BUSINESS

 

Approve the hiring of Erin Greusel, Assistant to the Township Manager, at the rate of $_______ per hour ($xx,xxx annually), retroactively effective to May 8, 2023.

Discussion and approval of the special event permits for Pagoda Hillclimb on June 23rd through 26th and the Citizens Bike Race on August 27, 2023. Other applications received but not yet final reviewed are for a) Celtic Festival & Run on June 24, 2023, and b) Oktoberfest on September 27 through October 1, 2023.

Motion to approve amending the Township Traffic Ordinance to post No Parking Signs along Service Court between South Los Robles Court and West Prospect Street. This change is being made to allow first responders and public works vehicles to maneuver this road safely due to the width of the road.

Motion to approve amending the Township Traffic Ordinance to post No Parking signs along Taft Avenue on the westbound side between Carsonia Avenue and Cross Street between the times of 7:15 A.M. to 8:15 A.M. and from 2:15 P.M. to 3:15 P.M., Monday through Friday from September through May (while school is in session). This change is being made to allow better traffic flow and improved visibility for drivers during these hours.

Motion to adopt Resolution 2023-5-31 authorizing the filing of a Petition with the Pennsylvania Liquor Control Board to exempt liquor licensees from the PLCB’s regulations regarding amplified music being heard off the licensed premises for all the licensees within the Township.

Motion to approve waiving the commercial permit fees of $1,449.50 associated with the application by the Mount Penn Borough Municipal Authority for the replacement of a Wells 12/13 and 3/6 emergency generator project at Byram Street and Parkview Avenue.

Motion to approve advertising the list of roads to be included in the 2023 Road Paving Project plan, including the option to select which roads will be contracted for work for purposes of available liquid fuels funds.

Review and discussion of the position responsibilities of the Township Fire Marshal.
