BOARDS AND COMMISSIONS REPORTS
Planning Hearing Board:
- A meeting of the Planning Commission was held on July 9, 2025, to review an application from Klingers Pubs Ltd. for a variance and/or special exception to allow relief for the property at 721 Carsonia Avenue from the Front Yard Setback in order to extend the front dining room and extend the front roof.
No future meetings have been scheduled at this time.
Zoning Hearing Board:
- The most recent meeting of the Zoning Hearing Board was held on May 21, 2025.
A meeting has been scheduled for July 16th on the application which was reviewed by the Planning Commission on July 9th.
Antietam Valley Recreation & Community Center – report has been provided.
Recreation Commission of Antietam Valley – no report.
TREASURER’S REPORT / LIST OF BILLS
Motion to accept the Treasurer’s reports for June 30, 2025.
Motion to approve the payment of the list of bills as presented.
The external audit of the Township for the year ended December 31, 2024 is being finalized.
The state Auditor General’s office has been completed for the years 2020 through 2024.

OLD BUSINESS
Update on the status of property on 100 block of Midland Avenue.
Update on the status of the review and update to the Joint Zoning Ordinance with the assistance of Hawk Valley Associates,
Update on the status of the streetlight repair project.
Update on the status of the application for a Pennsylvania Small Water and Sewer Program Grant from the Department of Community and Economic Development of the Commonwealth of Pennsylvania for storm sewer repairs to Crystal / Carsonia Lake.
Update on the status of the use and occupancy permit application for property on 1300 block of Friedensburg Road – ongoing construction and conversion into apartments. All necessary permits have been applied for and approved at this time. Work progresses.
Discussion on fence concerns at property in 600 block of Penndale Avenue.
Township Manager to provide an update on the status of LSA grant applications for the Lower Alsace Ambulance Association. Letters of Support have been submitted from State Senator Judy Schwank and State Representative Jacklyn Rusnock.
Update on the status of the LSA grant awarded to the Township for the purchase of a Bobcat skid steer.
Update on the status of consideration of merger with Mount Penn Borough.
Update on the status of new legislation on changes to pay rates and health insurance benefits for township supervisors.
NEW BUSINESS
Discussion and approval of 2 Special Event permit applications received from the Blue Mountain Region Sports Car Club of America for the Duryea Hillclimb on August 16th and 17th, 2025, and the Romanian Community Center Celebration Event to be held at the Reading Liederkranz on August 23rd and August 24th, 2025.
Discussion and approval of a Resolution authorizing the Township to approve a Memorandum of Understanding with the County of Berks which documents the maintenance and replacement of guiderails along Angora Road near the Trailhead at Antietam Lake Park. The Memorandum of Understanding is designed to clarify ownership of the guiderails.
Presentation and motion to approve Ordinance 2025-2 repealing Ordinances 203, 206, 247, 248, 260, 261, and Resolution 08-09 and consolidating all of these ordinances and resolutions into one document. The Ordinance was properly authorized for advertisement at the June 12, 2025, Supervisors’ meeting.
