A. Motion to approve the minutes of the December 12, 2024, and December 30, 2024, Lower Alsace Township Supervisors’ Meeting, the minutes of the January 3, 2025, Lower Alsace Township Supervisors’ Reorganization Meeting, and the minutes of the January 9, 2025, Joint Meeting of the Lower Alsace Township Supervisors and the Mount Penn Borough Council.

I. Discussion of letter received from the Solicitor for Antietam Valley Municipal Authority regarding a proposed amendment to increase its term of existence for an additional fifty (50) years.
J. Presentation and motion to approve Ordinance 2025-1 approving the amendment to the Articles of Incorporation of the Antietam Valley Municipal Authority to increase its term of existence. The Ordinance was properly authorized for advertisement at the December 12, 2024, Supervisors’ meeting.
VIII. ENGINEER’S REPORT
A. Engineer’s report to be presented.
B. Update on the repairs to the damages incurred to a stone wall along Lewis Road – contractor has scheduled repairs and will be working with the Township Road foreman to assist with traffic control during the course of the project.
C. Update on the progress of the Carsonia Avenue Multimodal Grant and project
IX. BOARDS AND COMMISSIONS REPORTS
A. Planning Hearing Board:
1) A meeting of the Planning Commission was held on February 5, 2025. A memo has been provided by the Planning commission to the Supervisors detailing the results of the meeting. A meeting is scheduled to be held on March 5, 2025 to review open items resulting from the land use review related to the Antietam School District Elementary School project which was discussed at the Planning Commission meeting held on December 4, 2024.
B. Zoning Hearing Board:
1) A meeting of the Zoning Hearing Board has been scheduled for February 26, 2025, on the application for a variance for a sign for the Reading Liederkranz. The meeting of the Zoning Hearing Board which had been scheduled to be held on December 5, 2024, was cancelled.
C. Antietam Valley Recreation Commission – no report.
X. TREASURER’S REPORT / LIST OF BILLS
A. Motion to accept the Treasurer’s reports from December 31, 2024, and January 31, 2025.
B. Motion to approve the payment of the list of bills as presented.

XII. OLD BUSINESS
A. Update on the status of property on 100 block of Midland Avenue.
B. Update on the status of the use and occupancy permit application for property on 1300 block of Friedensburg Road – ongoing construction and conversion into apartments. All necessary permits have been applied for and approved at this time. Work progresses.
C. Discussion on fence concerns at property in 600 block of Penndale Avenue.
D. Township Manager to provide an update on the status of LSA grant applications for the Lower Alsace Ambulance. An email was received requesting additional information. The Township Manager contacted representatives of the Lower Alsace Ambulance Association for the information requested. The information was received by the Association and was forwarded to the Township Manager. The Township Manager forwarded the information to the analyst assigned to the grant from Pennsylvania Department of Community and Economic Development.
E. Discussion of staffing – update on road crew position. The potential new employee has signed the employment offer letter and will start employment no later than March 3, 2025.
F. Update on the status of consideration of merger with Mount Penn Borough.
XIII. NEW BUSINESS
A. Discussion of information received from Antietam Valley Municipal Authority on project at Carsonia / Crystal Lake.
B. Discussion and approval of Special Event permit application received from Antietam Cart Racing.
C. Discussion and approval of Special Event permit application received from Reading Gravity Racing League.
D. Appoint Jim Lorah as alternative member of the Planning Commission.
E. Possible action on advertising for bids for the Carsonia Avenue Multimodal project when plans are ready.
