A. Motion to approve the minutes of the January 14, 2026, Lower Alsace Township Supervisors’ meeting.
V. ROAD CREW FOREMAN REPORT
A. Road Foreman Carl Weikel to present his report. The Road Foreman will provide any updates to the condition of the Butter Lane headwall.
B. Discussion of the proposals for minor roof repair to the garage roof & for roof replacement to the salt shed.

VII. SOLICITOR’S REPORT
A. Solicitor’s report to be presented. No open items related to township property issues as of current. Some items are being monitored for continuing compliance.
B. Status of traffic & truck ordinance – No action needed. The matter is being addressed as part of the updated Joint Zoning Ordinance review process.
C. Status of the traffic ordinance regarding electric scooters and other motorized devices – No action needed. The matter is being addressed as part of the updated Joint Zoning Ordinance review process, as well as future legislation and guidance from the County District Attorney’s office and the Pennsylvania state government.
D. Solicitor to present proposed License and Maintenance Agreement between Lower Alsace Township, Mount Penn Borough Municipal Authority and Antietam Valley Recreation and Community Center for possible ratification.

XII. OLD BUSINESS
A. Update on the status of the review and update to the Joint Zoning Ordinance with the assistance of Hawk Valley Associates.
B. Update on the status of the streetlight repair issues.
C. Update on the status of the application for a Pennsylvania Small Water and Sewer Program Grant from the Department of Community and Economic Development of the Commonwealth of Pennsylvania for storm sewer repairs to Crystal / Carsonia Lake. The grant was awarded.
D. Discussion on fence concerns at property in 600 block of Penndale Avenue. Township Manager will coordinate with Central Berks Codes to finalize the resolution of this issue.
E. Update on the status of consideration of merger with Mount Penn Borough. A joint public meeting was held on January 29, 2026 with representatives from the Pennsylvania Department of Community and Economic Development. The next steps are to form a merger committee, discuss potential meeting dates and times, prepare an agenda of items to be discussed, and discuss the process of a financial review of both municipalities. The financial review could be prepared with internal staff with the potential of having a contracted professional review the results.
F. Discussion and possible adoption of fee schedule for 2026. The schedule was being reviewed by the Supervisors and Central Berks Codes to see if changes were appropriate.
XIII. NEW BUSINESS
A. Presentation and review of the revised draft ordinance allowing the Township to govern and regulate noxious and / or invasive plant species which can damage roadways and resident’s properties.
B. Authorization to advertise the draft ordinance allowing the Township to govern and regulate noxious and / or invasive plant species which can damage roadways and resident’s properties.
C. Discussion of proposals for roof repairs and possible approval of proposal.
D. Motion to approve proposed License and Maintenance Agreement between Lower Alsace Township, Mount Penn Borough Municipal Authority and Antietam Valley Recreation and Community Center.
E. Discussion and possible motion to approve the additional financing request from the Mount Penn Borough Municipal Authority in the amount of $22,977.20 to finalize the Phase 2 of the Crystal / Carsonia Lake Project.
F. Discussion and approval of 2026 event permit for the A Fest event to be conducted by the Antietam Music Boosters on April 12, 2026, to be held at the Reading Liederkranz.
G. Discussion of pending 2026 event permits for the Easter Dawn Service, the Reading Gravity League Cart Racing, and the Antietam Cart Racing events.
H. Discussion of concerns related to property in the 1300 block of Friedensburg Road.
