I. CALL TO ORDER- 6:30 P.M.

II. PRESENTATIONS
A. A presentation may be made by representatives from SJC Real Estate L:LC regarding a use variance application which was reviewed by the Planning Commission at their meeting on April 1, 2026. The Supervisors will discuss their level of support on this application.
B. No additional presentations are scheduled at this time.
III. PUBLIC COMMENT ON AGENDA ITEMS
A. None scheduled.
IV. APPROVAL OF THE MINUTES
A. Motion to approve the minutes of the March 11, 2026, Lower Alsace Township Supervisors’ meeting.
V. ROAD CREW FOREMAN REPORT
A. Road Foreman Carl Weikel to present his report. The Road Foreman will provide any updates to the condition of the Butter Lane headwall and discuss the road inspection in preparation of the 2026 Road Paving Project bidding process..
B. Discussion of the proposals for minor roof repair to the garage roof & for roof replacement to the salt shed.
VI. SUPERVISOR LIAISON REPORTS
A. Central Berks Regional Police Commission – Supervisor Theodossiou.
B. Lower Alsace Fire Company – Supervisor Weikel.
C. Lower Alsace Ambulance Association – Supervisor Weikel.
D. Antietam Valley Recreation and Community Center – Supervisor Sellers.
E. Antietam School District – Supervisor Sellers.
VII. SOLICITOR’S REPORT
A. Solicitor’s report to be presented. No open items related to township property issues as of current. Some items are being monitored for continuing compliance.
B. The Solicitor will present items for the Board of Supervisors to consider regarding a Conditional Use application for a property at 1795 Friedensburg Road. The Supervisors will consider a motion to advertise a Hearing for the Board of Supervisors to take action, if any, on this application.
C. Status of traffic & truck ordinance – No action needed. The matter is being addressed as part of the updated Joint Zoning Ordinance review process.
D. Status of the traffic ordinance regarding electric scooters and other motorized devices – the ordinance adding the new legislation regarding motorized devices and all terrain vehicles was properly advertised. The matter is listed under New Business for approval.

A. Engineer’s report to be presented.
B. Update on the progress of the Carsonia Avenue Multimodal Grant and project
IX. BOARDS AND COMMISSIONS REPORTS
A. Planning Hearing Board:
1) The most recent meeting of the Planning Commission was held on April 1, 2026, for a use variance review for a property at 16 Columbia Avenue.
No future meetings have been scheduled at this time.
B. Zoning Hearing Board:
1) The most recent meeting of the Zoning Hearing Board was held on July 16, 2025.
No future meetings have been scheduled at this time.
C. Antietam Valley Recreation & Community Center – no report.

A. Motion to accept the Treasurer’s reports for March 31, 2026.
B. Motion to approve the payment of the list of bills as presented.
C. The Township Manager will discuss the status of 2 grant applications in process.

XII. OLD BUSINESS
A. Update on the status of the review and update to the Joint Zoning Ordinance with the assistance of Hawk Valley Associates.
B. Update on the status of the streetlight repair issues.
C. Discussion on fence concerns at property in 600 block of Penndale Avenue. Central Berks Regional Police Zoning Code Official will present his report.
D. Update on the status of consideration of merger with Mount Penn Borough. The next steps are to form a merger committee, discuss potential meeting dates and times, prepare an agenda of items to be discussed, and discuss the process of a financial review of both municipalities. The financial review could be prepared with internal staff with the potential of having a contracted professional review the results.
E. The Central Berks Regional Police Zoning Code Official will update the status of issues related to property in the 1400 block of Friedensburg Road.
XIII. NEW BUSINESS
A. Motion to approve the advertised ordinance the addition to the Traffic Ordinance 246 entitled “Regulations, Enforcement, and Appeals Related to Motorized Devices and All Terrain Vehicles” allowing the Township and Central Berks Regional Police to enforce restrictions on the use of the equipment listed in the ordinance to ensure public safety.
B. The Board of Supervisors may discuss the current situation with the Leaseback proposal between the Mount Penn Borough and the Mount Penn Borough Municipal Authority. The matter was brought to the attention of the Township based upon a recent article in the Reading Eagle and an inquiry by a board member of the Water Authority.
C. Discussion and approval of 2026 event permits for the Celtic Fest event to be conducted on June 26 and 27, 2026, Reading Gravity League Cart Racing events to be held on June 21, August 9, and August 23, 2026, and Antietam Cart Racing events to be held on the dates listed on the permit application.
