SOLICITOR’S REPORT
Solicitor’s report to be presented.
Review questions raised by the Planning Commission on the Hearing held October 5, 2022, regarding AirBnB operations in the Township. Questions relate to 1) timeframe for special exceptions granted to current property owners by the Zoning Hearing Board and 2) consideration of an “innkeepers license” for AirBnB’s.

BOARDS AND COMMISSIONS REPORTS
Planning Hearing Board:
- The most recent meeting of the Planning Commission was held on October 5, 2022 – an Application for a Variance or Special Exception at 602 Brighton Avenue to permit an AirBnB in the R-3 Residential Zoning District. No new meetings of the Planning Commission have been scheduled at this time.
Zoning Hearing Board:
- The most recent meeting of the Zoning Hearing Board was held on January 31, 2022. No new meetings of the Zoning Hearing Board have occurred. The next meeting is scheduled for October 26, 2022.
Antietam Valley Recreation Commission – no report.
TREASURER’S REPORT / LIST OF BILLS
Motion to accept the September 30, 2022, Treasurer’s reports.
Motion to approve the payment of the list of bills as presented. The list includes the second payment to Schlouch Incorporated for the 2022 Road Paving projects of $147,157.50, which is funded by the 2022 state Liquid Fuels revenues received earlier in 2022.

OLD BUSINESS
Discussion on potential project for use of American Rescue Plan Local Funds – to be discussed at the November 2022, meeting.
Review the current status of the use and occupancy permit application for 1383 – 1385 Friedensburg Road. No current changes.
NEW BUSINESS
Review, discuss, and approve the Ordinance regulating the discharge of firearms and repealing all prior Ordinances or Resolutions or parts thereof conflicting with this Ordinance.
Review and discuss the preliminary Lower Alsace Township 2023 budget – to be discussed at the November 2022 meeting.
Discuss and Award the Bid for Stone Mason work to be performed along Skyline Drive and List Road in the amount of $73, 686. The funds will be paid from a budgeted amount of $40,000 and the insurance proceeds from two accident claims totaling $33,686.
