1) No meetings of the Planning Commission since the October 6th, 2021, meeting No meeting was scheduled for November or December. A meeting is scheduled for January 5, 2022, regarding 1383 – 1385 Friedensburg Road (application for a single family residence to be returned to a 4 unit apartment).
B. Zoning Hearing Board:
1) No meetings of the Zoning Hearing Board since the August 30th, 2021, meeting. No meeting was scheduled for November or December, and nothing has been scheduled for January at this time.
C. Antietam Valley Recreation Commission – no report.

RESOLUTION – TAX MILLAGE RATES
TOWNSHIP OF LOWER ALSACE, BERKS COUNTY, PENNSYLVANIA
AN RESOLUTION OF THE TOWNSHIP OF LOWER ALSACE, BERKS COUNTY, PENNSYLVANIA ESTABLISHING THE TAX RATES UPON REAL PROPERTY WITHIN THE TOWNSHIP OF LOWER ALSACE FOR THE FISCAL YEAR 2022
WHEREAS, the Township Code, provides that the Board of Supervisors of the Township shall levy taxes upon real property annually and that the same may be done by Resolution;
NOW THEREFORE, BE IT RESOLVED by the Board of Supervisors of the Township of Lower Alsace, Berks County, as follows:
SECTION 1. The taxation of taxable real property in the Township for calendar and fiscal year 2022 shall be:
A tax be and hereby is levied for the year 2022 upon real property within the Township of Lower Alsace, Berks County, Pennsylvania, at the rate of 9.35 mills, or Fifty Cents ($0.935) on each One Hundred Dollars ($100.00) of assessed valuation:
A. For road, bridge, and general Township purposes: 8.50 mills;
B. For the purpose of purchasing, maintaining, and operating fire apparatus and making of appropriations to fire companies: .35 mills;
C. For the purpose of supporting ambulance, rescue and other emergency services serving the township: .50 mills.
SECTION 2. In addition to the ad valorem real estate taxes imposed under Section 1, the Township shall impose the following taxes and service fees for the year 2021:
Local Services Tax –$52.00
Per Capita Tax — $10.00
Realty Transfer Tax – 0.50% of consideration
Earned Income Tax – 0.50% of earned income
Recycling Fee — $46.00 per residential unit
SECTION 3. All other sections, parts and provisions of the Code of the Township of Lower Alsace shall remain in full force and effect as previously enacted and amended.
SECTION 4. If any provision, sentence, clause, section or part of this Resolution shall for any reason be found unconstitutional, illegal or invalid, such determination shall not affect or impair any of the remaining provisions, sentences, clauses, sections or parts of this Resolution and it is hereby declared to be the intent of the Township Board of Supervisors that this Resolution would have been adopted had such unconstitutional, illegal or invalid provision, sentence, clause, section or part not been included herein.
SECTION 5. All ordinances or resolutions or parts of ordinances or resolutions and all existing portions of the Code of the Township of Lower Alsace inconsistent herewith are hereby repealed.
SECTION 6. This Resolution shall be effective on the first day of January 2022.

RESOLUTION – 2022 BUDGET
TOWNSHIP OF LOWER ALSACE
BERKS COUNTY, PENNSYLVANIA
RESOLUTION OF THE TOWNSHIP OF LOWER ALSACE, BERKS COUNTY, PENNSYLVANIA, ADOPTING THE BUDGET FOR THE FISCAL YEAR COMMENCING JANUARY 1, 2022, AND ENDING DECEMBER 31, 2022.
WHEREAS, the Township Code, Section 3202, provides that the Board of Supervisors shall adopt a budget by ordinance for each fiscal year.
NOW THEREFORE, the Board of Supervisors of the Township of Lower Alsace, Berks County, Pennsylvania, adopts the Budget attached hereto, made a part hereof and marked “Exhibit A,” for the fiscal year commencing January 1, 2022, and ending December 31, 2022, as the final Budget for said fiscal year for the Township of Lower Alsace.
ADOPTED this 30th day of December 2021.
